Despite the discussions that Apple sometimes generates due to the movements it makes when a government does something request, especially the Chinese, it should be remembered that Tim Cook is the most responsible but he is not the one who can make the final decisions that can affect the company, that's what the board of directors is for.
The Apple Maps application, when used from Russia, has started to show the Crimean peninsula as part of Russian territory. The cities Simferopol and Sevastopol appear as part of Russia in both navigation and weather services according to AFP when they are used from an Apple device.
However, when accessing the Apple Maps service from any other country, Crimea is still not part of Russian territory. Apple has not made this change unilaterally as is logical, but has responded, once again, to the request of the Russian government.
Vasili Piskarev, chairman of the Russian parliament's committee for security and anti-corruption, has reported that Apple has put all its services in compliance with Russian law, law that recognizes Crimea as part of its territory, correcting the error they presented.
The reason the Crimea is only shown as part of the Russian territory in Russia is because both the government of Ukraine and most western countries, considered illegal the referendum in which the annexation to Russia was voted.

Unsurprisingly, the Ukrainian government has expressed its displeasure over Apple's decision, through its foreign minister, Vadym Prystaiko, who states that it is currently in the same moral situation as Apple. if after many years of very hard work, all your ideas are stolen without any consequence.

Prystaiko invites in another tweet, that Apple is dedicated to technology, which is what you really know how to do well and refrain from politics, something that you obviously cannot do as it can affect you financially.
