I think you are wrong, I have used this app before and indeed if you have to keep it active because if it is not running in the background the app does not measure the data.

It looks pretty good, but for now the best application I have seen to view the data is the My Data Manager, the interface is spectacular and you can also see it for hours and days.
I like more Data Counter also from cydia. Nor do you need to respring or run it in the background, and you can also put the consumed megabytes in a balloon on the icon. So I don't even need to run the program, at a glance I see the megabytes consumed directly on the springboard 🙂
