Amazon announced that Luna would be available from day one on all platforms, including iOS, as I would do it through Safari. This is the same solution that you have grabbed onto GeForce NOW (available since yesterday in beta through Safari), Microsoft xCloud and Google Stadia.
Thus, they don't have to pay Apple At no time by using its video game platform, everything will go through the Safari browser, including payments, of which Apple does not keep a penny.
Testing on iOS will start in the next few weeks, so if you hurry, hopefully before Christmas all users who are already enjoying Stadia will also be able to do so through their iPhone or iPad. Most likely, it will be compatible with PlayStation and Xbox controllers, as well as Nimbus.
Google has made this announcement when it was just turn first year of Stadia. Although there is a Stadia application available for iOS, this application is purely informative, since it does not allow you to access the catalog of games available on the platform, just view the catalog, receive notifications and little else.
