          Have you tried to leave it for a while so that everything is synchronizing little by little? Because depending on your internet connection it can take several hours until you get everything back. I can confirm that Notes syncs in iCloud without problems, I have been doing it for several years and I have my notes intact.

            Good afternoon, because as I indicated it is what happens to me, and it is not the first time that this happens to me, because my intention was to do it with clean restoration, when going from iOS 13 to iOS 14 but I had to restore it as new but to recover the data of notes I had to pull the copy of iCloud, wait I have not done as much as you say but once to restore, put all the data, wifi, configure Face ... etc, and see everything installed, I enter notes and as I mention empty, press the icon and there is nothing as if I started with the application for the first time, and it is not my first iPhone because I started with the 3G, 4 S, etc. until I stopped at the iPhone X, if I knew for sure that it recovered all my notes, I would do it again but I can't decide, I don't think it's because the notes I have are protected with the Face ... I correct when I need to without problem, and as I mentioned in iCloud I have it activated.
