Rather the complete opposite, having different accounts for both services has many advantages.
Let's start with the AppleID, since it is the first thing that is done when someone acquires an Apple device. To understand each other, it is our identity before Apple, our account associated with a credit card with which we can buy applications for our iPad in the App Store, for our Mac in the Mac App Store, and Apple products and accessories in the Apple Store on-line.
On the other hand, iCloud account is the one we use for cloud storage and the synchronization of data between our devices. It may be the same as the AppleID, of course, or it may not. We can get a free account from Apple, of the type "icloud.com" and it will also serve as email, or if we prefer, we can use any email we want (gmail, hotmail, yahoo ...) as an identity for iCloud. This account is the one that will be used to synchronize data between all the devices that are identified with the same iCloud account: our photos, documents, game data, backup copies, find my iPad ... We can have everything synchronized between them.
Once you have seen the differences between both accounts, How do i configure my device?. Well, regarding the AppleID it is easy: use the same AppleID for all your devices, and when I say all, I mean those of your house, family ... I have 4 iPhones, 2 iPad, 1 iMac and 1 Macbook configured with the same AppleID . Why? Well, because that way everything I buy on one of the devices I can download for free on any of the others. The same AppleID means that you only have to buy once, which represents a significant saving.
When we talk about iCloud, things are a bit more complex. You must use the same iCloud account for those devices you want to share data. going back to my own example: my iPhone 5, my iPad and my iMac have the same iCloud account, to have all the data synchronized between them (photos, Safari bookmarks, documents ...), but my wife's iPhone 4S, her iPad and your Macbook have their own iCloud account, so my contacts, photos, and documents don't get mixed up with yours. We could say that each person should have their own iCloud account, to have their own data and not someone else's.
