It seems that there is no objective improvement, at least significant, with iOS 9 compared to iOS 8.4.1, except for the WiFi connectivity that does seem to have improved speed.

As in so many aspects of life, it is about seeing the glass half full or half empty. The most negative can value it as that iOS 9 fails in its attempt to improve performance. The most positive can say that the comparison is with iOS 8.4.1, the latest version released by Apple in iOS 8 almost a year after its debut, so that iOS 9.0 starts from a much better position than iOS 8.0. With iOS 9.1 around the corner, it seems that Apple's new operating system may improve again soon, although in my personal experience with this first Beta of iOS 9.1 the truth is that Apple still has to work a lot because it seemed much more unstable and with worse performance than the current 9.0.
