If you restore, the new one will be installed, but you may have to restore device settings and content first.
I'm doing it right now from iTunes I restore (holding alt to access the .ipsw of ios7) and after a couple of minutes it asks me to configure the device, either as a new iPhone, or to restore a backup. in my case I have given to restore copy from iTunes. I hope that in this way I have not taken a step back, I mean that I do not know if the backup includes my files and settings only, or if it also includes the version of ios7 that I had at the time of making the copy, which was the GM.
