That's a new feature to be able to operate iPhones 6 and 6+ with one hand. It is activated by double-tapping (no tapping) on Touch ID.
Giancarlo that's not a bug. It is a new technology inserted in the iPhone 6 and 6 plus and it is called Reachability (I think) and it is activated with two touches on the home button.
