On March 11, the Chinese hacking team Pangu published a tweet in which he promised that this week they would launch a Jailbreak for Apple TV 4 this week. The jailbreak that they promised would be released for a non-current version of the operating system of Apple's latest set-top box, a tvOS 9.0.x that will not be installed on many devices. Also, Pangu says it will be released more than anything for developers to experiment with.
Seeing that they were running out of time to fulfill their promise, today they have published another tweet in which they ask for patience. Pangu will launch a .ipa that can be signed and install on the fourth generation Apple TV, which at first sounds easier to install than with other media, but I think it is exactly the same as if it were released in a .deb package.
Sorry that we still need few more days to test the ATV4 jailbreak. We will release an IPA which you need to sign it yourself to put it on ATV.

Personally, I have not installed any .ipa file already created on the Apple TV 4. What I have done is download the Kodi .deb package, sign it, create a .ipa and install it. It is likely that sign the .ipa without having to create it, for which you can follow the tutorial that Luis Padilla created for install Kodi on Apple TV 4.
On the other hand, I am a bit surprised that they launch a .ipa. A Jailbreak usually gives us super user access and install Cydia later, so I am not very clear how this first version of the Jailbreak for Apple TV 4 will work. In any case, we will clear up doubts in a few days.
Once this Jailbreak is launched we will know if it is useful or not necessary. The possibility of install apps with Xcode It is very important, but most likely we will start to see interesting modifications days after the launch of the tool that Pangu promises. Put a theme or skin It would only be a visual change, but being able to create folders within folders (normal folders will arrive in tvOS 9.2) is already different.
