In Spain it is not that they are illegal, the regulations say that they have to be installed by mobile operators or under their responsibility. In reality, if it is a quality amplifier, which has protection systems for the operator's network, no one is going to find out that you have it and no one is going to tell you anything. Another thing would be if it is a cheap amplifier that is putting noise in the network, then fixed that they force you to remove it.
