      Actually those 12W are consumed power, not delivered. Inside the charger there are a series of circuits that consume by themselves and hence you do not pay the bills. It is like some halogens that work at 12V, yes, they consume 15W (or whatever) but then you have to add the consumption of the transformer to go from 220v to 12v. In short, the consumption is greater than those 15W necessary for halogen.
