You can do it with any application that access to iPhone files, from own iFile on the iPhone, using an SSH login tool like Cyberduck or with type programs iFunfox for Windows. Once you access the iPhone files, you just have to look for the path:

Within that route you must locate the file "SystemVersion" and edit it, with some tools you will have to download it to your computer, edit it and then upload it again, with others you can do it directly.
