I can't recall any recent updates to Apple's application development program that have allowed me to update without problems. It has been a long time since there has been a widespread bug that causes the Xcode download from the Mac App Store to go "on hold" and not finish installing. The last times that I have wanted to update Xcode I have had to uninstall it and re-download it from the OS X application store.
