The option, following the route that I indicate is only available if you use iOS 7.1 and also, remember that they are not compatible with all devices. Another thing is the dynamic backgrounds, that if you select them, this depth option that I indicate will not appear, since they cannot be deactivated in this way.
Regarding the option to delete data in Safari, the path you indicate is the correct one.
