The developer claims the following:

This unit was shipped without an operating system installed. You can simply download the firmware update from the developer portal and restore it with iTunes when you receive it.
We may think "well, a lucky person will buy an AppleTV 4 before it goes on sale", but the funny thing is that it will not do them any good because until it is released, many of the services it includes will not be functional, and it does not differ in hardware to the units that will go on sale so it will not be revalued in the future.
But the funniest thing is yet to come, to the developer it cost 1 € the device, the market price will be around € 159, and on eBay the Apple TV 4 has reached a staggering $ 1.500, today someone goes to sleep with a good pinch of money in their pocket.
This practice is widespread in terms of prototypes and advance units or "specials" from Apple (do you remember that iPhone with Flappy Birds installed that reached a very high figure on eBay and was withdrawn?), all this shows that behind this company there is a huge fan club willing to do anything, of course I do not I wouldn't even spend that money on a 6GB iPhone 128s Plus anticipated ...
