Logically, they could not launch this update until the presentation of the new devices.

In this way, when a user receives the iPhone SE or the iPad Pro, they can connect it to iTunes without having to wait (we expected no less). We recall that the iPhone SE can be reserved on March 29, while the 9.7-inch iPad Pro will be "available very soon." The update is already available from the Mac App Store.

iTunes 12.3.3 includes support for new devices

Eddy Cue recently offered an interview in which he promised that they would launch a new version of iTunes that would include improvements to the Apple Music interface, but he did not make it clear if these visual changes would extend to the rest of the apple media player. From the looks of it, iTunes 12.3.3 is not the version Cue talked about.

It must be recognized that everything related to Apple Music has a lot of room for improvement. For example, why do we have to have the Apple Music songs mixed with the ones we have stored on our device by obligation?
