Now, thanks to the user hudiny, who has commented on the article about odysseusOTA, we have discovered that it exists Beehind, a tool to downgrade to iOS 6.1.3 for 32-bit devices that uses winocm's kloader and works on Windows computers.
First of all, say that we have not tried it ourselves, but hudiny assures that it has succeeded and on twitter there are many people who assure that they have also managed to downgrade with their devices. Logically Actualidad iPhone is not responsible for any problems you may experience during the process.
The developer says that Beehind is a tool for Windows Vista or higher that allows you to downgrade to 32-bit devices. Here is his video demonstration.

How to downgrade to iOS 6.1.3 with Beehind
- To use Beehind You must have the iPhone / iPad with jailbreak, so the first step would be to jailbreak (if you haven't already).
- We download the IPSW of iOS 6.1.3 corresponding to your iPhone / iPad model of www.getios.com for example.
- We install OpenSSH by Cydia.
- We open beehind.
- We click on the button "Choose".
- We choose the ipsw which we downloaded in step 2.
- Hope to recognize it.
- Once recognized, we do click on “Yes”.
- We write the ECID of the device. If we do not know it, we connect the iPhone / iPad to the computer and click on the blue phrase below the dialog box to automatically discover it.
- We do click on “Build IPSW!”.
- A few messages will appear and in all of them we click on "ok".
- We make sure that the device is connected and we click on "Enter Pwned DFU Mode" careful to do it only once.
- We wait 30-40 seconds. If it doesn't work, we close Beehind and reopen it, go to the "select mode" menu and choose "kloader mode".
- We do Click on the three dots (…) and select the file iBSS.img3 that we will find in the file that Beehind had created on the desktop.
- We take the WiFi IP address of the device (going to Settings/WiFi/(i) of our network/IP Address) and write it in the only white dialog that we see in Beehind.
- we do it again Click on “Enter Pwned DFU Mode”.
- If we see the message “After 10 Seconds. no DFU devices […]”, we disconnect the device and reconnect it. Then we click on “OK”. In the next message, again “OK”.
- In the next window, we click on the 3 points (…) and we chose the IPSW that Beehind had created before.
- We do click on "Restore!" and we wait.

A FUNCTIONAL JAILBREAKED device is required to perform the downgrade process. If you can't log in because your phone is locked with iCloud, I doubt you'll be able to do the process…..and if you could, when starting iOS6 it would still ask you for the iCloud account password.
