They don't demote you, you just stay in league limbo. And I agree, nothing for free, or you do not develop the equipment and facilities. I reported to Gameloft customer service two months ago and am still waiting for the game to be reprogrammed to correct this bug. Didn't anyone think of it when designing the game?
