Do some research and I think I have the solution for those who do not download the app or tell them that the code has been redeemed, Steps:
change your apple ID to the US AppStore, then deactivate the "localization" from settings on your phone, finally unicin the Apple Store App again and try again.
NOTE: if you have iOS 8 it will be downloaded without problem and if you have iOS 7- do not worry, you can redeem the code from iTunes on the PC / MAC and a compatible version will be downloaded to your device.
