This beta is available for both developers and users of the public beta program and hits the market three weeks after the final version of iOS 12.1.2 is released. Developers can download beta through the Apple Developer Center or through the device itself if they have the corresponding profile installed, as can users of the public beta program.
The fourth beta of iOS 12.1.3 is technically the third beta, but since iOS 12.1.3 includes the same updates that were supposed to be included in the beta of iOS 12.1.2, the guys at Cuertino They released iOS 12.1.3 as a second beta instead of a first beta.
