Apple has never been known for being generous in the RAM of its devices. It is something that has already happened in a similar way with the iPhone 7 Plus, which had 3GB of RAM compared to the 2GB of the iPhone 7 due in large part to the second camera lens of the Plus model, and the image processing tasks that this provoked.
