Cue said they would raise the limit 25.000 to 100.000 songs when iOS 9 was released, but iOS 9 arrived in September and the cap had remained at 25.000 songs to this day.

However, it is not yet known whether the increase is official for everyone or they are testing the new limit with a few users. There has been no statement and on the official iTunes Match page it still says that only 25.000 songs can be uploaded. If they do not update the support pages soon, we can think that the increase will be gradual and they will only update them when the increase is available to all users.
