La new version of Redsn0w just released by the Dev-Team includes options for restore to iOS 5.x New devices (after iPhone 4 that do not have a discovered hardware exploit), it does not matter if you are on a higher or lower version of iOS 5 (never from iOS 6).
"Old" devices (iPhone 4 and earlier) can downgrade by following this tutorial or using the new Redsn0w in a simpler way. The rest of the devices have some restrictions To re-install iOS 5, read on for all the info:
- Redsn0w allows you to restore an A5 device from iOS 5 to any iOS 5.x, but you need to have the SHSH of the current iOS of your device and the iOS you want to install.
- You cannot restore from iOS 5.x to iOS 5.x if your current iOS 5.x is installed via OTA (from the device itself). If you don't know, Redsn0w detects it, so don't worry.
- In A5 devices Redsn0w does not allow the baseband to be maintained, the latest available baseband will be installed (the one from iOS 6.0 at the time of writing the post). If you need software or Gevey SIM unlock stay away from this re-restore. If your iPhone is released by IMEI no problem.
- To install iOS 5.x on the iPad 2 you need the SHSH of the iOS 5.x you want to go to and also an SHSH of iOS 4.x. If you don't have SHSH from iOS 4.x you can't install iOS 5.x.

I would go to 6 before 5.X. The 3GS is very slow in 5.X (or at least in 5.0.1, which is what I had). I read an article by a guy who has installed ios6 in 3gs and is doing very well ... Much better than with ios5 ... You can always add the functionalities of ios6 that are covered in 3gs with cydia tweaks
For the ipad2 there is a confusion. You only need the SHSH from version 4.X to downgrade from version 6x to 5.x or 4x. It is the only A5 device that allows downgrade from ios6
If you want to go from one 5.x to another 5.x you don't need the SHSH of 4.x, it would only work with the SHSH of the versions you want to go from and the one you want to go to.
