iOS hardly allows the download of images, some videos and little else. Actually this limitation makes sense: Why do I want to download something if I am not going to have access to it? The absence of an explorer that gives us access to iOS files makes downloading any file useless, since we could not open it. So what iOS offers us as an alternative is the possibility of opening a known file with its corresponding application, as long as we have it installed, of course. This changes radically with the Jailbreak, because in Cydia we can find the application "Safari Download Manager" that allows you to download what you want from any website using the iOS browser, Safari, and that is perfectly complemented by iFile, the file explorer that we can also find in Cydia.
Access the page you want with Safari and click on any download link, a window will open in which you will be informed about the file to be downloaded and you will be able to choose the location, by default the Downloads folder within the Media folder.
You will see that in Safari a new downloads icon will appear next to the address bar, click on it and you can choose the action you want to perform with the newly downloaded file. You can open it with applications that you have installed on your device or with iFile. For this example we have downloaded a free deb file (Cydia application) that can be opened with iFile and installed on our device, an alternative option to that offered by Cydia.
The possibilities offered by this application in conjunction with iFile are enormous, iOS restrictions are over and downloading any type of file to your device is possible thanks to this magnificent application, which is compatible with iPhone and iPad and with iOS 6 and its price is 5 dollars (BigBoss repo).

Safari Download Enabler, but I cannot assure you that it is compatible with iPad, although it seems that with iOS 6 it is.
